The customs ledger that survived three fires.
A hand-written ledger from the late Victorian period, recently rediscovered in the back office of a small Sheerness firm, that gives an unusually detailed record of what crossed the dock between 1893 and 1908. What it tells us — and what it doesn't.

The ledger is, in physical terms, slightly less impressive than its history would suggest. It is a single bound volume, roughly thirty centimetres wide and forty-five tall, in worn leather covers that have, at some point in the past fifty years, been clumsily repaired with a strip of black gaffer tape along the spine. The pages are intact. The handwriting — there are, in fact, four distinct hands across the fifteen years of records — is mostly legible. The ink has, in places, faded; in places, it has remained startlingly black.
The ledger was kept by a small customs-clearance agent who operated from a single-room office on the Sheerness waterfront between roughly 1890 and 1924. The agent's role was to manage the paperwork for small importers — typically merchants bringing in goods from continental ports who did not have the staff or the expertise to handle the customs process themselves. The ledger records every shipment the agent handled. It does not, by design, record anything that did not pass through his office.
The ledger survived, by the account of the firm in whose back office it was rediscovered last autumn, three fires. The first was in 1902, when the agent's original office burned down and the ledger — which had been at home that night, in the agent's possession — survived by virtue of not being in the office. The second was in 1937, when the firm that inherited the agent's records had a small office fire; the ledger was, by then, in a metal cabinet in a back room and was not damaged. The third was in 1981, when the same firm had a more serious fire that destroyed most of its older paperwork; the ledger had, by then, been moved to a different office for filing purposes, and again survived by being elsewhere.
What is in the ledger
The records cover the fifteen years between September 1893 and December 1908. They consist of, on each page, a series of single-line entries: the date, the name of the vessel, the port of origin, a brief description of the goods, the consignee, the duty payable, and the agent's commission. The format is, by the standards of contemporary commercial bookkeeping, severe. There are no annotations. There are no margin notes. The entries are made in a uniform hand, with a uniform abbreviation system, and they continue for some seven hundred pages of the book.
The total volume of trade recorded in the ledger is, by my count, roughly eleven thousand shipments. The size of the shipments varies enormously: from small consignments of a single barrel of wine to substantial multi-tonne deliveries of timber. The most common goods, by frequency of entry, are: imported wines and spirits (about a third of all entries); imported foodstuffs, particularly butter and cheese from Denmark and the Netherlands (about a quarter); imported timber, mostly from the Baltic (about a fifth); and a long tail of other categories — coal, iron, hardware, paper, fabric, machinery — that together make up the remainder.

What it does not contain
The ledger's limitations are, in their way, as instructive as its contents. The ledger does not contain anything that did not go through the agent's office. It does not record domestic shipping. It does not record direct-to-trade imports handled by the larger merchants who had their own customs staff. It does not record any of the smuggling that we know, from other sources, was a persistent feature of the Kent coast in the period. It does not record, particularly, the small everyday traffic of fishing boats and coastal lighters whose cargoes did not require formal customs clearance.
The result is that the ledger gives us a partial picture. It is the picture seen from a single small office, by a single small agent, over fifteen years. The agent's business was, by his own implicit account, modest. He handled, at his busiest, perhaps fifteen shipments a week. He handled, in slow weeks, three or four. The ledger is, in effect, a record of one career, made visible by a single accident of survival.
What we can learn
I have spent, with the kind permission of the current custodians, roughly forty hours with the ledger over the past two months. I am not, by training, an economic historian; I have been looking at the ledger as a journalist rather than as a scholar. The things I have noticed are, accordingly, the things a journalist notices.
The first is the seasonal pattern. The ledger shows, year on year, a markedly different rhythm to the trade than the conventional histories of small British ports suggest. The standard account of the late Victorian small port is of steady, year-round commercial activity. The ledger shows something more uneven: substantial peaks in the late autumn and early winter (the major wine imports), substantial troughs in midsummer (almost nothing crosses the dock through this office in July and August), and a long second-half-of-the-year peak that lasts from September to early December and then drops sharply over Christmas.
The second is the gradual disappearance, over the fifteen years, of certain trades. Direct imports of Danish butter are common in the early years of the ledger and almost entirely absent by 1905, as the trade consolidates around a smaller number of larger importers who handle their own customs. Direct imports of Baltic timber are common throughout, but the size of the average consignment increases substantially over the period — small shipments to small merchants are slowly replaced by larger shipments to a smaller number of larger merchants. The trade is consolidating, in a way that the agent's small-shipment business model becomes, gradually, less suited to.
The third is the agent's commission. The commission rate is, throughout the fifteen years, almost exactly two and a half per cent of the declared duty. This is, by the standards of contemporary customs-clearance rates, very low. The agent is — by my rough calculation, which is not, I admit, very rigorous — making perhaps the equivalent of a junior bank clerk's salary across the fifteen years. He is, in other words, not getting rich. He is, however, doing what he set out to do, and doing it for long enough to leave a record.
What the ledger means
I want to be careful, in closing, not to overstate what a single ledger can tell us. The ledger is, by its nature, a partial source. It is not, in any sense, a comprehensive history of the Sheerness port. It is the record of one small office, kept by one small agent, over fifteen years.
What it does, however, is give us a level of detail about the routine commerce of a small port that we almost never get. The standard sources for the late-Victorian small-port economy — official trade statistics, regional newspapers, the surviving records of larger merchants — give us, in the main, the larger transactions. The ledger gives us the smaller ones. The smaller ones are, in aggregate, what the port was actually doing.
The ledger is, by the agreement of the firm that holds it, to be digitised and made available to researchers over the next three years. The work is being carried out by a small team based at a regional university, in collaboration with a local heritage group. The first volumes of the digitised transcript are expected to be available, by the project's current timetable, in early 2027. I will, when they are, return to this ledger and write again about what the more careful reading reveals. In the meantime, the volume sits, as it has sat for most of its existence, in a back office in Sheerness, slowly waiting to be properly read.
